Three years later, with a new government in power, Himanshu Shukla (Boman Irani), the principal secretary to the Prime Minister, seeks out Ashwat, who is now living a quiet life as a civil service tutor in Mussoorie. Shukla reinstates him to lead a renewed, top-secret nuclear test mission, codenamed "Mission Pokhran".

Fast forward three years to 1998, a new Prime Minister comes to power and revisits Rana's plan. He is given a second chance to assemble a covert team to carry out the tests, codenamed "Operation Shakti."
